بسم الله الرحمن الرحيم
Noon mushaddadah means a noon with a shaddah [نّ], linguistically.
Meem mushaddadah means a meem with a shaddah [مّ], linguistically.
A shaddah is the symbol which looks like a "w" [ ّ ] which signifies a double letter; usually, the first letter is saakin, and the second letter is vowelled, or mutaharrik.
For example:

So we will pronounce double the sound of the letter, and read the word [تَبَّ] as "tab-ba".
How will we pronounce noon and meem mushaddadah?
Their rule: all noon and meem mushaddadah must be pronounced with a 2-count ghunnah, in continuing and in stopping. This is the most complete form of ghunnah.
(We will talk more about the levels of ghunnah in a future lesson, in shaa Allah.)
Examples:

In continuing: we will read this word as "bu-yoo-ti-kunna", while holding on the noon mushaddadah with ghunnah for 2 counts.
In stopping: we will read this word as "bu-yoo-ti-kunn", while holding on the noon mushaddadah with ghunnah for 2 counts.

In continuing: we will read this word as "al-yammi", while holding onto the meem mushaddadah with ghunnah for 2 counts.
In stopping: we will read this word as "al-yamm", while holding onto the meem mushaddadah with ghunnah for 2 counts.
Note: A common mistake is that the 2-count ghunnah is neglected when stopping on noon or meem mushaddadah, and the words above may be mistakenly read as [بُيُوتِكُنْ] or "bu-yoo-tikun"; [ الْيَمْ ] or "al-yam". This is failing to pronounce the shaddah upon noon and meem, and is incorrect.
